    Situation

    Cornwall's limited mains gas and public transport infrastructure, coupled with high numbers of 'hard to treat' buildings, forces widespread dependence on the most expensive, polluting fossil fuels and threatens the viability of rural communities in particular. Yet we are home to some of the best renewable energy resources, expertise and businesses in the UK. CEP is delivering a programme that will take individual communities through a structured, supported approach to becoming more sustainable in their energy use. We have received over 100 requests from local communities (including Transition Groups) for this support programme to be pioneered in their area. Our experienced team will train and help local champions in participating villages and towns to select, plan, develop and implement energy and carbon reduction projects that are supported by and owned by local people. We aim to build sufficient local capacity and revolving funds within participating communities to enable them to continue taking action after the initial 2-year supported period has ended. Ultimately we plan to roll out the service and a peer mentoring approach between communities to the whole of Cornwall. We have a well established track record of helping community groups to implement renewable energy projects, mainly through the provision of specialist technical advice and hand-holding support (covering, for instance, option appraisals, technical diagrams, installer quotes, funding bids, planning applications, grid connections, metering issues, ROC negotiations, and now Feed-in-Tariffs). The project passed a thorough appraisal by the Cornwall Development Company and we have now secured funding for staff time to pioneer it with 20 communities in West Cornwall and Clay Country. We will soon be seeking funding, investment or sponsorship for individual projects in each participating community. Additional funding to enable us to offer this support programme to other parts of Cornwall would also be very welcome. Any donation, large or small would be welcome, including suitable prizes or sponsorship for a proposed awards event to celebrate the achievements of communities participating in the programme. We would also like to hear from investors interested in supporting community-owned renewable energy projects that will establish revolving financial vehicles for local benefit.
