    Situation

    The National Development Programme is a three-year initiative, through which Revolving Doors Agency aims to reach people with common mental health problems and multiple needs in the criminal justice system. By 2010, Revolving Doors Agency will establish at least one support project for the 'revolving door' group in every English region and Wales, working with a wide range of service commissioners and delivery partners. Revolving Doors Agency proposes to achieve this aim by undertaking a three-phase process: 1. Assessment Phase (2007/8): conduct 7 region-wide needs assessments and one needs assessment in Wales in order to identify the local unmet needs of the 'revolving door' group and potential responses. The needs analyses are led by Revolving Doors Agency's network of Regional Advisors. 2. Pilot Phase (2008/9): establish 12 local pilot projects across seven English regions and Wales that respond to the findings of the Assessment Phase. Services will be developed and delivered in partnership with local providers and commissioners. 3. Establishment Phase (2009/10): identify the 8 most needed and viable projects among the 12 piolot projects to be established on a continuing basis. This will involve making the economical and social case for the establishment of each project in each region to local, regional and national statutory commissioners and policy-makers. Tha National Development Programme is supported by the Esmée Fairbairn Foundation, the Lloyds TSB Foundation for England and Wales and the Department of Health/Ministry of Justice's Health and Offender Partnerships Directorate.
