    Situation

    The parish of Newton is in Fenland District where there is high incidence of socio-economic factors indicating social deprivation and isolation. The Newton Village Hall is the only building available for public use within the Parish of Newton. The village school closed in the 1980’s and the nearest schools are now in Wisbech 5 miles away, and Tydd St Giles, 3 miles away. Therefore this is the only facility to support the social and community life of the parish. There are no pre-school facility in the parish, and no playshceme provision. The facilities in the hall are limited. There is one large space with a kitchen and toilets off. The toilet block is a lean-to type structure of poor construction and requires urgent repair or replacement. There is limited provision for disabled. A second room will facilitate the provision of services and opportunities for the most vulnerable groups, e.g. families and the elderly, by permitting privacy/confidentiality for health welfare and advice consultations, a “quiet room” for pre-school childrens’activities, or a small meeting room. The proposal to replace the toilet block will allow for modern facilities, fully compliant with disabled requirements, in a building designed to modern standards of construction and energy conservation. The project will enable the Committee to provide a greater range of activities in support of the development of the village community thereby improving the quality of life for residents and giving them greater access to services facilities and community based activity. The new activities will meet local needs as demonstrated by the analyisis of the socio economic profile and the residents survey. The premises will become more accessible, particularly to disabled users. The premises will support the local provision of sevices especially those supporting health and the welfare of families and the elderly. The premises will achieve environmental and financial sustainabilty for a significant period into the future. The development work and the training for the Committee will promote the use of the village hall by target groups in the village, and will develop the skills to maximise the use of the premises and the extent of usage.
