Angola’s prolonged war and rapid urbanisation means that half of its capital city’s 6 million residents live in slums. We are working with poor communities, helping them to engage with government to bring about improved services, better living conditions and a reduction in urban poverty.

    Situation

    Of Luanda’s 6 million residents, 50% lack clean drinking water, 40% have no toilet, 40% live in temporary, overcrowded shacks and 80% have no secure tenure, making them vulnerable to shack demolition and forced eviction. Health is poor and life expectancy low. The government’s planning and service provision is based on inadequate needs assessment and does not involve residents, resulting in inappropriate and ineffectual services that fail to meet the needs of the growing number of slum dwellers.

    Solution

    The project will support residents of Luanda's poorest slums to: • Assess their own community’s needs • Negotiate with government and influence planning and service delivery • Advocate for pro-poor changes in legislation • Work jointly with government and service providers on infrastructure improvements Together, these actions will result in improved living conditions; the target 3 areas will see a 50% increase in those with access to clean water and a 15% increase in sanitation.
