The St Paul's Centre has been running the SPEAR programme at its Hammersmith centre for five years and is now ready to expand. Having seen 87% of the young people that complete the course go on to training or education and remain there a year later, the charity is now launching a new centre for the young people on the World's End estate in Chelsea.

    Situation

The mission of SPEAR is “to ignite a ‘vision of the possible’ in unemployed young people, to build their confidence and ability to effect life-changing choices and to develop their leadership potential within their local neighbourhoods.” SPEAR is a highly interactive and innovative six week training programme that adopts a ‘group coaching’ approach and consists of three modules in life skills, career planning and two accredited qualifications from the Hospitality Awarding Body. At the end of the programme each young person is assigned a volunteer mentor from the local community and is given the opportunity to attend a one week unpaid work experience placement in a reputable company in their chosen field. Having established a successful model in Hammersmith, SPEAR is keen to extend its reach beyond its immediate environment and make the programme available elsewhere. The charity was approached by ‘The Trust’ an established charity on The World’s End estate in 2007 who felt that SPEAR would complement their existing work well. The three estates in the vicinity between them house over a thousand young people under the age of 24, many of which are in the NEET category. This new programme will be launched in January 2009 and will cost £135k each year in direct costs - primarily salaries for the three full time staff required to run the programme. The new centre will offer 90 places to young people each year at a cost of £1500 per student.
