Network Four aims to engage with marginalised young people, focusing on Young Priority Prolific Offenders in the West Midlands. The project will deliver a flexible strategy of intervention to reduce the risks young people entering or re-entering the criminal justice system.

    Situation

    Worth Unlimited has developed strong relationships with Offender Managers, Community Safety Partnerships and Drug Action Teams in the West Midlands and seek funding to deliver a focused programme of intervention amongst young people at risk of committing crime. During the first year the project will consist of one Project Manager and two multi-disciplined outreach workers. Young people at risk will be referred to the project via existing Worth Unlimited community work and Partners such as Community Safety Partnerships. We aim to engage with 200 young people focusing on priorty offenders during our first year of delivery. The project will consist of three stages of engagement and intervention. Stage one will initially engage with young people not in education, employment or training and at risk of committing crime and establish parameters of each young persons lifelong learning development. Stage two will consist of focused mentoring of each young person and development of a planned strategy of intervention to provide alternative positive activities and outcomes through Worth Unlimited's existing network of projects and external provision through training opportunities. This increased one-to-one time with each young person will enable significant interaction to develop positive relationships in order to direct the young person to the most appropriate project. Stage three consists of engaging young people in further education, employment or training opportunities either provided by Worth Unlimited (World Worth Living In programme, ABC youthwork training etc) or through external opportunities such as construction training. With the end goal of the project having a positive impact on young people, redcuing the opportunity to commit crime, providing realistic alternatives to crime and mentoring young people to understand the role they can have in their local community. The main cost of this project is funding the delivery and mentoring time for the Project Manager and two outreach workers. This would cost £40,000 and would engage with up to 400 young people, therefore a cost of £1000 per young person, providing an investment in young people and local communities as well as reducing the likelihood of committing crime in that area. A further £10,000 would enable us to provide management support for the project with the aim of replicating this model in London and the North-West.
